The boss of the state of New Temperance, ultimately responsible for the death of Bane’s father. Constantine is at first supportive of Joey Bane’s steps in organized crime, viewing him as a potential lieutenant, but eventually he becomes aware of Bane’s intentions and is relentless in his attempts to jeopardize Bane’s progress and life.

Carlo 'Klondike' Pontiera
Wanted for the alleged involvement in a three-way gang war in the city of Searsdon. Also sought for alleged involvement in the skin trade industry.
A strong and vicious mobster, Carlo Pontiera wages war against Joey Bane, Levi Shilling and Niall Flynn in Searsdon. The owner of the most profitable brothels in the whole state of Temperance at the start of the story.

Benny 'Polecat' Kitson
Wanted in connection with kidnapping of an important public figure in the Hollington area, also wanted in connection with violating the Volstead Act.
Mobster in control of Hollington, and an avid opponent of Frankie Constantine during Joey Bane’s service with the latter. Kitson holds the mayor’s brother, Duncan Fairbanks, hostage, and is effectively holding the whole town to ransom when Bane arrives.

Kai Lin 'Cups' Hsing
Hsing, hitman and crime boss, is sought for his alleged involvement in the setup of illegal drinking dens and his close association with Edward Cheng
The mobster in charge of the breweries in Thormanstock. Hsing has as his henchman Edward Cheng, a ruthless and efficient killer, and the duo work tirelessly to stop Bane’s progress.

Ward 'Bullseye' Coley
Sought for the alleged involvement in a murder which took place in the town of Buffalo Falls. It is alleged that during the commission of the murder, the victim was shot at close range with a shotgun because he was smuggling illegal liquor for a rival gang.
The leader of the gang in Buffalo Falls, Coley is the man who pulled the trigger that ended the life of Joey Bane's father. A vicious thug, Coley is a keen gambler and can usually be found in a Buffalo Falls speakeasy.

Cain ’Stoneface’ Langham
Wanted for the alleged involvement in the Blackwick Organized Crime Syndicate, and the alleged conspiracy to commit murder.
Cain Langham is the mobster who passed on the orders to murder Bane's father to Ward Coley. Langham runs the Blackwick Organized Crime family for Temperance mob boss Frankie Constantine.

Alec ’Stretch’ McDowd
Wanted in connection with numerous bombing in and around the Buffalo Falls area, also wanted in connection with violating the Volstead Act.
The mobster sent to establish the still in Buffalo Falls. McDowd is a far more cautious gangster than Ward Coley. McDowd is always protected by a group of specialist bombers.

Hamilton is sought for his alleged connection with illegal gambling dens and the closure of numerous Gun Smiths and Auto Dealerships in Elmsville.
The mobster responsible for Elmsville, Hamilton runs shipments from the town’s still and spends most of his time in the gambling den with his minions.
